they are like little red spots that have got infected. I have been to doctors with no conclusions please help if you can

This is a common skin condition---I'm surprised the doctors haven't told you. It is called Keratosis pilaris.
Gentle exfoliation 3-4 times a week will probably get rid of them over time. Many people also find body lotions with alpha-hyrdoxy acid work well, but gentle scrubbing with a wash cloth, loofa, or bath brush in the shower is free, and the lotions aren't.
