A lot depends on when it's necessary to get up in the morning. If we're talking 6:00am, in the morning, which is when some of my grandchildren have to get up, and one is 14 yrs. old. I'd say by no later then 10:00 pm. If he seems to require more then 8 hrs sleep, I would recommend around 9:00 pm. Every child is different, and some need more sleep then others.
No child at 14 is old enough to decide when he or she should go to bed. I've never met a 14yr. old yet, that had developed enough common sense to know what was best for him, or her. I'm not saying that there aren't some kids out there who might, but the odds are more against, them not being a good judge of that, then for.
I have some idea of where with all I speak. I have 4 adult children, 9 grandchildren, and 2 gr grandchildren, and there is an old saying:"Wisdom comes of experience, and experience from bad judgment.." So, take it for what's it's worth.

My 14 yr old stays up until 10:30 while my 11 yr old is in bed between 9:30 and 10 depending on how tired they both are and whether or not it's a weekend or a school night

9:00 but no later than 10:00, but it depends on what time you really have to get up for school to get ready. If you have to get up at 5.00 AM so you can get dressed, eat and make the bus or your ride to school then you should be in bed no later than 9 PM. You require at least 8 to 9 hours of sleep. So if you are a person that has trouble falling asleep then earlier than 9 PM would be good

I'm 13, and I have to be in bed by 10 PM on school nights, but I stay up watching TV in my room until like 1 AM.

How early does said 14 year old have to get up. How difficult is it for said 14 year old to get up? Does Mom have to wake up said 14 year old and make breakfast or does said 14 year old take responsibility for self? Does said 14 year old have good grades?

As I told my son, you have no rights, only privileges that have to earned.

If you want to stay up later, you should should parents that you are responsible, that you can manage your time, your grades and everything else in order to earn the right to a later bed time.

Depends on the 14 year olds ability to wake up in the morning try this. Let him/her stay up till 10 now. If he/she can get up at the time that they would have to for school with no ill effects then ten it is. I would say no later than 10 on school night. 9:30 if he/she can't handle getting up and getting ready for school at proper time or has trouble with drowsiness during the day.

14 is getting pretty close to the age where the child should begin making their own decisions about bed time. If they stay up too late and are tired and useless the next day then they will be the one to suffer for it. At some point children have to start learning to make responsible decisions on their own and this one is relatively harmless.
