Some files do not compress well due the fact that they have built-in compression. JPG, MP3, MPG files do not compress well for this reason. Other files, like text files for example, usually compress very well.
The advantage of putting them into an archive is that you can package several files into one. Also you can, with most archive formats, check the integrity of the archive file. You can for example determine that the file is complete and uncorrupted with a high degree of certainty.

No. Is it an mp3 file? If so they are already compressed, so there is nothing winzip or any other program could do. The compression software will reduce the file size by just as much as possible.

What the others said is true. Some files just won't compress anymore. What you need is WinRar. It is similar to Winzip, but you can split the file into predetermined sizes (floppy disk, cd, etc). You can also set it to be a self extracting file so the user just needs to have all the parts and double click on the first part if they don't have Winrar to unzip it.
You'll have after doing this compression/split (ex. song.part1.rar, song.part2.rar, song.part3.rar) all 1.4mb each. The last file is usually smaller, the left overs.
If you want something more advanced, specifying a file size for each file, but more complicated, I suggest FileSplit.

I don't compress music files but I have used Winzip 9 - mostly to unzip. When you select the file to zip, don't you get a window with options to select and set - like high or low compression?

If your music file is comprised of mp3 files there is a little you can do to compress it because mp3 are already compressed.
If your music file is of another format winzip or winrar should work.

How a lot you are able to compress a document relies upon on the information itself and the set of rules getting used. you are able to commonly tell maximum courses to compress lower than the utmost attainable with the intention to do it better instantly, yet you gained't comprehend how compressed it truly is going to be till you've carried out it.
