Here are the possiblities that I know of:
Dog ate a toad (Not serious-- toads taste nasty even to dogs and this is a method of removing the bitterness. Still, offering him water might help.)
Dog is overheating (cool him off now)
Dog has rabies (Call the vet if the other two are out)

Could also be several severe illnesses. Are there any other symptons? Lethargic? Panting? Not drinking or eating? Aggressiveness? Check his teeth or throat for infection/obstruction. If not, he's probably fine. Give lots of water. If it persists and you notice changes in his demeanor, get him to a vet.
