If he eats out of your hand, how can he refuse to trust you? I think that shows a great deal of trust right there. The more you handle him, the more relaxed he'll be. Do you take him out of his cage frequently? Handle him and continue to feed him and he'll slowly grow more accustomed to your presence.

The most important thing for any parakeet to do is to TRUST you, that you will not hurt her. Nothing else can happen if the parakeet does not trust you, if she flies around like a maniac when you get near her cage.
