You know like taking a test or performing on stage. Luck has so little to do with it. It has, one would hope, much more to do with practiced ability.

From my point of view, if we really wanted to encourage someone, we would show our faith in that person's abilities and not in chance. Hence, we would say Good Skill! and not Good Luck.

We want to say something to show that we care. We may realize that luck doesn't come into it but we haven't spent the time to think of a better comment. We just end up saying the same thing a great number of others say.

But becoming aware of what a ridiculous statement "Good luck" is gets you searching for something better.

Keep up the good work!
I'll be cheering for you!

The element of luck is involved in most everything, sure you need the ability however nothing truly goes exactly as planned there's always that element of surprise, so maybe what we're really saying is,"hope you don't get surprised by anything that could negatively impact your performance."..... Good Luck is just quicker to say...So I guess the answer's, Laziness.

Besides,"Don't screw up." doesn't sound that encouraging...

Because no matter how good you are at whatever you are doing, everybody could use a little luck. IT is also a way to encourage someone, and to be polite. You tell someone to have a safe flight, well why would they need that, if the pilot has the skills to fly, right ?

Because people like to pretend that everyone is born equal and has the same skill set and intelligence. Its PC to pretend anything good that happens is the result of good fortune, rather than good choices and hard work.
