how do u cancel it and can u do online or over the phone
and do u have to return your license plate?

All that you need to do is go to where you pay for it at and they will provide you with the information that is needed to do so. It would be the same if you was to sell your car they just have to take it off your record.
I did this and they never asked for the plate back. But if you have it past January you will still be required to pay the registration for that year but once you do so then they will take off the vehicle from your name.

If you are referring to turning in your license tag and registration you go to the nearest Dept. of Motor Vehicles office.

Take your tags to the DMV. Make sure that you park it off the road first, though.
