For clarification, I'm not questioning whether or not it is appropriate to dress that way. If they show it off, is it free game for staring? Or, can they expect to dress that way, and go unnoticed.

Wow- some of you, great answers, others, missing the point of the question... i'm not going to go talk to her, i'm not interested, no desire to know her... i just want to stare. I feel like its okay, because she's got them hanigng out of her shirt, in my school library... i'm trying to study, and they are in my face...

OK, I have huge boobs. Since I was barely 14. MEN stare ay my boobs if I'm in a turtleneck. Tell me this: why should I wear t-shirts my whole life? Not because people look at my boobs constantly, I can tell you that. I like to dress cute. NOT SLUTTY! A slut does not define how someone dresses. A slut is someone who sleeps around with other women's men and spreads STDs around the world. I know sluts that don't show cleavage or anything above the knees. Men are going to LOOK, yes...but just don't hold a conversation with her chest.

I personally think it is rude to stare; yes perhaps the woman is looking for attention or perhaps she simply likes wearing the shirt or blouse.

Why stare though? Why not talk to her if you've the opportunity to do so?
I get the impression that perhaps some people are not all that conscious about the way they dress and its effect on others, unless they're making a special effort to pay attention.

It's kind of like when a dude gets a new, radical tattoo on his arm. It could be a dragon, or maybe a sick tiger, or a fresh tribal design off the wall. Even a wicked Falcon. Then he goes and buy a slick tank top so that people can see his new work.

It's got to be the same reason a girl buys a shirt that blatantly flosses her cleveland!

First of all, I don´t think women show their skin on purpose to be stared at. I think women want to feel good with themselves and showing A LITTLE skin may make them feel attractive and good about their bodies.

On the other hand, when you are talking to a woman, you should never stare at any other part of her body than her face. Now, if you are not having a direct conversation with her I think it is OK to look at her charms in a tasteful manner.
In other words: NOTICE WITHOUT BEING NOTICED!

Sweetie, always be gentle with women, you will always get a better treatment in return.

absolutely OK in my opinion. If they don't want you to look, maybe they shouldn't have it out there for everyone and their brother to see!! Why else do they have it out there, along with the tramp stamp tattoo on their back? If I walk around with my testicles hangin out of my jeans, I would expect to get a couple of funny looks, it's the same thing, except society has gotten very laxed with the provocative way women dress today, A lot of em dress like whores just so they can act offended when you point it out to them. It's yet another part of that whole look at me look at me look at me society we're suffering through that I'm always harpin on. I have no idea why people today need so much self assurance, but it's really annoying. :-)

I believe, my child, that it is rude to stare at a woman's chest, whether or not she has a low cut top on or not. It would be essentially as if I were blatantly staring at a man's crotch. It's rude. I dislike the adage that a woman is "asking for it" (stared at, oggled, assaulted) when she dresses sexily. Very few people do that to a man. The standards should be the same. Please don't stare.

If she is dumb enough to let every one see it, then she deserves to have guys staring at her boobs and not her face. If you don't want some one to look in you house at night do you put up a little sign that says "Stop looking in my house!" or close the curtains? Same theory, same answer.

It is rude to stare at a girls chest! lol if you had a hard on you wouldnt want people looking at it constantly!

If you have respect for women then you wont stare, if you have no respect then Im guessing you will stare! It doesnt matter if she has her ta ta's hanging out, you should look at her face!
But hey if the chick dont care then stare all you want BOOYA!

in my opinion if the girl wearing a low cut blouse looked in the mirror before she left the house and knows perfectly well what shes wearing and doesnt mind then i dont see why you couldnt glance. . .im not saying talk to her with your eyesballs focused on her boobs! but a glance is only normal l0l she prob wants the attn neways
