In most cases I'm the one that kicked the dirt in their eye
in the first place ,so I'm gonna punch them up side the head
before they regain total vision

Yes because they might bump into you because they can't see, so yes step back you don't want to be run over.

yes cause they need to get it out so you are in their way so you should step out away from their path.

Well it probably wouldn't make any difference. If they have something in their eye, it is probably watering so badly that they couldn't see you if you were in their way anyhow. :-)
