What size of city are you considering?
If you want a city with all the amenities, and a good deal of culture, a bit of a club scene, and lots of shopping and outdoor activities, then I would go for Eugene. It is lower crime than Salem or Portland metro areas, and has a small town feel even though the area is about 220,000+ (Eugene is 105k, Springfield, 55k, plus neighbouring unincorporated but population dense area). Eugene is also just 2 hour drive from Portland, an hour from the coast, and 45 minutes from the mountains. It is built between two rivers.
Medford would be another good choice, but it's location is much further south and thus, not as close to other cultural and urban areas. But if you like smaller cities, it's good. Has all the shopping choices, and the area is nicer as far as weather.
If small towns are your cup of tea, Oregon is full of them, and there are some great small towns that are within a half hour of the more metro areas. Brookings, the furthest town south on the Oregon Coast, just a few miles from the California border, is located in an odd "weather pocket" that gives it the nicest weather on the coast for hundreds of miles in either direction. It's tiny, but quaint. Coos Bay on the coast is a compact small town, but has a colder feel to it ....
Lots more I could add .....

I hear the cities along the cost are normally pretty safe. I love Oregon, I was raised there, but it's a bit scary how much crime has really picked up in Portland and the surrounding areas. I love going home and visiting, I just answered another question about Oregon and I said that I would always consider it home, but the crime in the larger cities/towns worries me.

I would consider EASTERN Oregon (perhaps Central Oregon). I believe that 'other than' our Meth problems (drug dealers like to buy up the farm property here--it's very rural in most areas) and then make Meth to resell. Our Drug Task Forces are on it though and keep very close eyes on it. Other than that, there is not a lot of crime here that I am AWARE of and most people still leave their doors unlocked :) Not me.. from a bigger city so not that comfy :)

I agree...Salem is a pit right along with Woodburn....wuff! Tualatin is expensive and soooooo crowded. It used to be beautiful county but now the houses are almost on top of eachother. So if you want to be cosey with your neightbor, thats the place for you...Manzanita is Beautiful actually on the coast, Cannon Beach also has beautiful houseing on the coast, but spendy. Portland is a mixed bag. Theres nice areas there are bad...

alot of the cities in southern oregon appear pretty safe (mostly due to their small size). Cities like Klamath Falls, Medford, ashland, ect

I love Eugene for it's "college energy" and eclectic atmosphere. Buy perhaps the country-surrounded Corvallis would be a better choice safety-wise
