I know how to make holy water now and thank you for telling me how to baptise:
the blessing of water:
(God, Who for the salvation of the human race has built your greatest mysteries upon this substance, in your kindness hear our prayers and pour down the power of your blessing into this element, prepared by many purifications. May this your creation be a vessel of divine grace to dispel demons and sicknesses, so that everything that it is sprinkled on in the homes and buildings of the faithful will be rid of all unclean and harmful things. Let no pestilent spirit, no corrupting atmosphere, remain in those places: may all the schemes of the hidden enemy be dispelled. Let whatever might trouble the safety and peace of those who live here be put to flight by this water, so that health, gotten by calling Your holy name, may be made secure against all attacks. Through the Lord, amen.)

In Catholicism, the ordinary ministers of Baptism are the bishop, the priest and the deacon.
In case of necessity, anyone, even a non-baptized person, with the required intention, can baptize, by using the Trinitarian baptismal formula:
[name], I baptize you in the name of the Father, and of the Son, and of the Holy Spirit."

That is not true what that person said. Any Baptized Christian can perform a baptism. You need Holy Water, and just say "I baptize you, (name), in the name of the Father, and of the Son, and of the holy Spirit, amen" and do a sign of the cross with the water on the forehead. Actually the water doesnt need to be holy water even. but if you can get a priest, then you can be sure.

Any Catholic can perform an EMERGENCY BAPTISM
especially if the child is weak or very ill.
You must get Holy Water and draw a small wet cross
i on the child s forehead, mouth and upper chest and
say I BAPTIZE you X or Y IN THE name OF THE FATHER, AND the SON and the HOLY GHOST. Amen

Definition of Christening - Christening is to give a name to a child at baptism.
St. Thomas Aquinas (III:66:1) gives this definition: "Baptism is the external ablution of the body, performed with the prescribed form of words."
Holy water, as our catechisms taught us, is "water blessed by the priest with solemn prayer, to beg God's blessing on those who use it, and protection from the powers of darkness."
However, the Sacrament is valid if merely ordinary water is used.
This is the matter of the Sacrament--Water (no other liquid is acceptable).
The form of the Sacrament is-
"I baptize thee (or This person is baptized) in the name of the Father and of the Son and of the Holy Ghost."
This was the form given by Christ to His Disciples in the twenty-eighth chapter of St. Matthew's Gospel, as far, at least, as there is question of the invocation of the separate Persons of the Trinity and the expression of the nature of the action performed.

A priest has to do that. Only a Holy Man can perform a Holy Rite.

Only a priest can bless water. Under ordinary circumstances only a priest or a deacon can baptize (christen). Under extraordinary circumstance (life or death situation) any baptized Christian can baptize.

By the way, the people of God use virgin olive oil to anoint, not water.
Example:
Psa 45:7 Thou lovest righteousness, and hatest wickedness: therefore God, thy God, hath anointed thee with the oil of gladness above thy fellows.
Hbr 1:9 Thou hast loved righteousness, and hated iniquity; therefore God, [even] thy God, hath anointed thee with the oil of gladness above thy fellows.
Jam 5:14 Is any sick among you? let him call for the elders of the church; and let them pray over him, anointing him with oil in the name of the Lord:
Even Kings in the past have use olive to anoint at coronations.
Think about it.
