i have a mixed collie that acts differenly around every different dog, growling, fighting, hyper, happy, even in love. this is all when were going on walks!

It is usually the manner in which the approaching dog behaves..Your dog reads body language, and if the approaching dog gives very little, or hard to read body signals, your dog is untrusting..dogs notice things such as licking their lips (submissiveness) wagging their tail (friendly) giving a grunt-pant.(.maybe too rowdy, and looking for too much fun) etc...Dogs have a whole lots of body signals that may put other dogs at ease, or challenge them, or give confusing, or no, signals....Your collie is astute enough to pick up on them..

Maybe it depend on the size or the sex of the dogs, hyper happy and in love around females, growling at smaller dogs fighting with males his size . My dogs "Chihuahuas" barks at a bigger dogs and then hide behind me, playing with puppies.

it isn't different breeds that the dog is acting "different" around, it's different behaviors. perhaps another dog is also agressively dominant, and that's what sparks the fighting. perhaps another dog is in heat, and is submissive, which sparks the hyper "love" acts you are talking about.

your dog seems to be of an agressive dominant humor. you need to step in and correct your dog when he/she behaves wrongly. you need to remember that your dog respects you (hopefully) and will eventually restrain his/her behaviors when they are not called for

learning how to interact with other people and animals is a crucial part of their development. dogs are social creatures.

some dogs hate white dogs some dogs hate dogs that look like german shepherds. This is normal but should not be allowed and strong corrections should be made if your dog shows resentment to other dogs. Praise your dog when she acts nice to other dogs correct bad behaviors

No it is just the smel of other dogs. They are not like people so don't know prejudice.
