It's German & properly translated goes:

You are my darling and I love you. You are the happiness in my life and you put a permanent smile on my face. I think that we should listen to your father and get married. Kiss-kiss.

It's German. Dutch doesn't capitalize every noun the way German does. I think it means:

You are my love, and I love you. You are the luck in my life, and you always put a smile on my face. I think that we should listen to your father and get married. Kiss kiss

(The machine translators don't get "auf Ihren Vater hören"; it uses a separable prefix verb and means "listen to your father"; it can't be translated literally word-for-word.)

What's odd, though, is that "you" is in the formal form and not the familiar. Whoever wrote this is talking to a stranger...

It's german. It;s a love letter. I had german in school, but don;t use it much. Maybe someone else can translate it better, but loosely translated it means something like this:

You are my loved one, and I love you. You make me feel lucky and you permanently put a smile on my face.
