You can report it to your local police and if they feel it's a federal crime, they will contact the FBI. If you're talking about an Internet user, then you report him to his ISP. There are hot lines everywhere for reporting all kinds of criminals. Just do a google search.

I would save and print off a copy of the conversation with the pedofile, then talk and show it to my parent or parents and let them call the FBI or local authorities. Do this as soon as possible.

Gather all your neighbors up, light up a torch, have them take a makeshift weapons with them such as shovels, pitchfork, sticks, etc... and go to the pedophilia's door and yell at him. That will quickly attract polices attentions and they will come to arrest that sicko and drag his sorry as5 away.
