Apparently it was a demon that had dominion over the realm of Persia, since he was in opposition to the angel that delivered comfort to Daniel. In fact, this Prince of Persia was so fierce that Michael the archangel had to come to his aid. It could only have been a spirit force, since no human can fight against an angel.

the prince was the angel assigned to represent persia among the heavenly hosts. it was asking for a longer time to oppress israel, so god stayed there to resolve the matter.
