OSHA doesn't approve anything. However, you can ask a voluntary compliance officer from your local OSHA office to review that your exposure control plan, or your entire safety program for compliance.

They will tell you if it meets the mimimum requirements of the standards but they will not approve or certify it.

Simply submit it to your OSHA representative. They will look over the plan and give you a letter of approval.

I doubt that OSHA will review it unless you have a problem. They don't approve, only disapprove. They will definitely not put anything in writing.
