I have my pure-bred rottweiler in Russia. I want to bring it here. Would I need to have any special licenses, papers or anything to have her here?

Well, there is no problems with brining dogs in the USA as long as they have rubbies and proper vactination.
Would I need to have some permit from the government that my rottweiler isn't agressive and doesn't a threat to people?
Or would it be enough to have just a dog-permit?

I already brought my sheltie here. And I sent dogs to russia I did NOT ask about paperwork of transporting or traveling. I ASKED about HAVING it here.

No, there are no breed specific laws regarding dogs imported to USA....Any healthy dog is OK.... We have many imported Rottweilers from Germany..arriving daily..

No. There may be issues with bringing a dog in from another country and that would be handled through the airline in many cases, but Rottis are for sale all over!!!

May be an issue if you want homeowners insurance.

Well than, other than the vaccine stuff, there is no requirement about temperment testing, or any verification needed.
I asked a friend that brings them in from Germany, and he has never been asked to produce anything more than vaccine/health certificates.
So, it sounds like you are all clear.

I am not sure why people think there is a quarantine period here. There is not. Most of you ae thinking about the 6 month rule for the UK. Even that can be shortened or gotten around.

Some cities may have ordinances against the breed but in general no there shouldn't be a problem. Just make sure to get it licensed with your city or county. This just requires filling out a form and paying a fee. It is required for all breeds not just rottweilers.

Also, many homeowner's insurance policies specifically prohibit rottweilers and pit bulls (sometimes dobermans and german shepards too) so you may want to check that out.

I'm not sure about a special license, but some towns/cities have banned them completly and can/will seize the dog. These towns have deemed that as visicous out right and a danger. The same with pit bulls, so check with the local animal control.

It shouldnt be any different then your other dog bringing your rott here...i live in North Dakota i have a pure bred rottweiler myself i have not had any problems with having her...the most they ask of you is to have it fenced and ofcourse all shots up to date. some places might also ask you if your dog has ever attacked anyone? they have asked me that before.
depending on where you are living i guess i would check state laws to see if they are illegal there. i have heard of some places being illegal to have rotts and pit bulls in. since they are concidered " dangerous" (rolls eyes)

Traveling to different countries with pets requires lots of paperwork. You need to contact a veterinarian. They can help you with whatever papers you need.
Plan ahead!!!
All of this paperwork has time limitations and restrictions. Quarantine laws vary widely. You need to know all of this before you leave Russia.

No, but you would have to work with a vet to get her to clear customs and griculture... Call a local vet and ask about an international vetrinary document.
