If by Law you are referring to the Ten Commandments, then Yes. In order to exist harmoniously with all Humans and keep yourself on stable ground(not having visions of grandiosity) we accept the "Law". Jesus summed this "Law" in two: 1. Love GOD with all your heart. Love your brother as yourself. This coincides with something closer to home LIVE and LET LIVE!

There is a difference between a LAW and a COVENANT. A covenant is an agreement or compact. A law is a rule of conduct and principles.
The law that is talked about in Psalm 19:7 is the Mosaiac law (named after Moses) that were given to the Jews in order to keep things in order. The LAW also includes the 10 commandments.
The covenant mentioned in Hebrews 8:6-8 is talking about Jesus and the new covenant that he is placing before us. The new covenant that he is establishing is Christianity. That is the reason Christians are not under the Mosaiac law anymore.
I hope this makes sense. I also recommend attending meetings at a local Kingdom Hall with Jehovah's Witnesses. You'll learn a lot more about the Bible.

The laws that YHWH gave were perfect. Those were the 10 commandments. But because of the hardness of the people's hearts, God have to give rules concerning divorce and slavery because while He didn't agree with it (Jesus commented about this fact in the New Testament) He had to give some rules since their was no government at until that point (OT). Then as time went along the people began adding more law and more law which was very burdensome to the people.
God knew that man, being sinful, would never be able to keep the law. The law was in place so that we would understand that we could not in our own power keep them and that we needed help. That help was Jesus Christ. He was fully God and fully man and because He was both he was able to keep the 10 commandments, which was God's law, and was able to die for all mankind's sin once for all.
God wants us to strive to live by the law but He wants us also to accept the gift He gives through Jesus so we will be forgiven.

It was perfect for its intended purpose, but the time period for that purpose has past (Romans 7:7-8:17; Galatians 3:19-24).

The laws and reminders given by Jehovah mentioned at Ps. 19:7 are perfect. The covenant mentioned at Heb. 8:6-8 is not the same thing as God's laws and reminders. It was the covenant God made with the nation of Israel that they would be his people and him their God. But that nation kept disobeying God and worshipping false gods. Eventually they killed his son. So God rejected the fleshly nation and instituted a new covenant with Jesus as mediator. That new covenant would extend to faithful Israelites as well as Gentile Christians, then to people of all nations.

I wish I had the resources here at work to answer that for you in a better way. Plainly, yes the law was perfect. It served the purpose that God had for it at that time. Certain parts of that law still apply, such as not murdering, not committing fornication and so forth. However, we are not under the law as a whole because Jesus shed blood released us from that law. God's laws are perfect and we ought to adhere to them today (the ten commandments). Hebrews 8 is referring to the old covenant, which is the system of sacrifice which "covered" sin but didn't remove it "as far as the east is from the west."
We know from God's word that without the shedding of blood there is no remission of sin. That is why Jesus willingly laid down His life to be a sin offering for us, thereby doing away with the old covenant (Matthew, Romans). Because of His glorious sacrifice, we may come to God the Father by grace through faith in his Son Jesus Christ.
You see, there are two ways to be saved. One is to obey the law perfectly and completely from birth to death (good luck with that one). The other way is to humble yourself, acknowledge your need for forgiveness and accept Christ Jesus as your personal savior.

The law was perfect but the people who tried to keep it were not. It was designed to show the Jew that they could not keep it and that they needed Jesus Christ (their Messiah) to shed His blood to forgive, remove and cleanse them from all their sins. How about you are you saved from all your sins?
How to be Saved from Your Sins!
The Holy Bible in Hebrews 11:6 says “But without faith it is impossible to please him (God); for he that cometh to God must believe (have faith) that he (God) is, and that he (God) is a rewarder of them that diligently seek him (God).” Parentheses mine!
The only way you can be saved from your sins and go to heaven when you die is to, by faith, acknowledge that the Lord Jesus Christ is the only true and living God (Romans 10:9-10 “That if thou shalt confess with thy mouth the Lord Jesus {that Jesus is Lord} and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believed unto righteousness and with the mouth confession is made unto salvation.”). You must acknowledge the fact that the blood Jesus Christ shed for you at Calvary is the only thing that can forgive, remove and cleanse you from all you sins. You must, by faith, acknowledge you are a sinner (Romans 3:23 “For all have sinned and come short of the glory of God.” and Romans 6:23 “For the wages of sin is death, but the gift of God is eternal life through Jesus Christ our Lord.”) needing forgiveness of all your sins and turn from all your sins to live for Jesus Christ the rest of your life. You must, by faith, ask Jesus Christ to forgive all your sins and invite Jesus Christ to come into your heart and life to live there forever. (John l :12 But as many as received him, to them gave he the power to come sons {children} of God, even to them that believe on his name.” You must, by faith, give your heart and life to Jesus Christ to live for Him day by day. You must then, by faith, seek to please Him, love, honor and obey Him as best you know how. All of this is what is meant when the Lord Jesus Christ said: “Jesus answered, and said unto him, Verily, verily, I say unto, Except a man be born again , he cannot see the kingdom of God (go to heaven).” You were born physically into your earthly family. To go to heaven you must be born again spiritually into your heavenly family, God's spiritual family. You must learn to read The Holy Bible to learn how to live for Him. I pray you will do this today without delay. YOU CAN TALK TO JESUS CHRIST JUST LIKE YOU WERE TALKING TO ANYONE ELSE. HE IS A PERSON JUST LIKE YOU, EXCEPT, OF COURSE, HE IS HOLY AND SINLESS.
