I don't think you need a lawyer. You should probably have a tax professional. A tax pro can set you up with a payment plan to the State or help you come up with an "offer in compromise", depending on why you are delinquent and how old the debt is.
Hiring a lawyer is only going to take more of your money and it is not necessary! Good Luck!
