It does sound like a popped blood vessel which he could have gotten from coughing too hard. (Was he?) You can't do anything about them. They go away on their own.

If it's under the see-through bit of the eyeball, it's a popped blood vessel. It'll go away, don't poke it

No, it is not bad and rather common. The best treatment is nothing....just wait, it will mend itself....but you might make sure that he is eating a lot of fruit or taking Vitamin C to prevent it from happening again.

Leave it alone for now. However if he experiences any pain or visual disturbances, such and blurry or double vision, than it would be wise to see a doctor, preferably and eye specialist.
