We are trying to buy their approval and acceptance. Just like we successfully did in Germany and Japan.
As for what we need versus what they need, you are either exaggerating or incredibly short-sighted. Their Oil For Food program was supposed to provide food and medicines, but instead bought weapons, bought politicians in Russia, Germany, France, and UN, and then built almost a hundred palaces for Saddam and friends (besides something upwards of a billion in cash bundled and baled awaiting Saddam's whims).
There is no hospital in the US that would still be operating under the equipping and standards of care that Iraqi hospitals operated under. We have hospitals and clinics that were closed down with better facilities than the best in Iraq, the facility taking care of Saddam excepted. I heard from one US soldier that was reprimanded by his superior for giving a doctor a bottle of aspirin. "They had nothing to give anyone for pain!", he retorted. "The doctor is selling the pills for over a day's wage apiece!--and that was if he liked them." was the response.
We need new hospitals because it would look good on paper to have them within certain distance of everyone and with a certain number of beds for the area population. They need new hospitals because people are suffering and not receiving reasonable care until we helped.

They are basically going by the principle that you see in department stores like Crate and Barrel and Pottery Barn which says: "If you break it you buy it"
Seriously though, the reason we have spent much of our military resources in the reconstruction effort is because without schools and hospitals the nation will become more instable than it already is. Hence, it only makes sense that the force responsible for destroying these elements of Iraqi infrastructure are also responsible for recreating it, so as not to exacerbate the plight of Iraqis which would result in more animosity and conflict towards the US.

sure they are....helping to rebuild and stabilize, Iraq, it quite is....Engineers are rebuilding. There are greater Civilian contractors in Iraq than Mlitary human beings. one hundred eighty,000. Seabees, Engineers, and wrestle shape communities are doing the paintings. the undemanding Foot soldier is doing what he does, combat. it quite is named Public family, we are triumphing the minds and hearts of the human beings. it quite is the way you win a warfare...Smarten up..examine my hyperlinks. you would be a greater effective guy or woman for it

bacause everyone is home schooling here now and a high school diploma dont mean anything no more.G.E.D who needs school when your friends can do your work in college on the computer for a degree? schools who needs them

we have enough hospitals and schools... what we don't have is enough doctors, nurses, teachers, etc.
as a matter of fact, the # of students enrolled in schools in California is actually declining.... how bout that?
