Yes. I have two dogs and only feeding them that early in the morning everyday, is starving the dog. To get a better look on how the dog is taking his condition is to look at his sides and back. If you can see his spine or ribs, call for help. Also, ask if you can give the dog a treat or something along the lines to give him food and see how fast the dog is begging for the food.

it's better to feed 1 cup twice a day (do you only eat one big meal in the morning??), but this is enough food. if you look on a bag of dog food, they have feeding guidelines. the bigger the dog, the more it needs.
if the dog were starving, it would rummage through the trash cans, and find itself some more grub. dogs are natural scavengers, and they often know how to handle themselves in situations like this.
if you feel obligated, throw the dog a treat now and then, just don't let the owner catch you, or he might be upset...
try natural balance meat rolls, which can be found at petco, or any independent pet store. they're not expensive, and it's a lot of food packed into a small, easy-to-throw-into-someone-else's-backyard kind of treat.

Nope. Two cups for a weiner dog is just right. I own one, and I feed her only one cup of food each day. In fact, it was recommended by our vet.
Dachshunds aka weiner dogs never know when to stop eating. If you keep their food dish full all the time, they will never know when to stop. So no, your friend is not starving her dog. In fact, she may be overfeeding.

No, that is plenty to last that little guy all day. If you have any worries, next time you are in the grocery store, check the side of the bag or box of food. It will tell you the recommended feeding amount for that size dog. Also, doxies need to stay slim, as they tend to have bad backs as they get older, and any extra weight will only make this worse for him. But it is sweet of you to be concerned about the dogs welfare.

The usual way to tell if a dog is at a healthy weight is if you can feel the dog's ribs but not see them. Some dogs, like sighthounds (such as Greyhound, Saluki, Pharaoh Hound, Ibizan Hound, etc.) are naturally on the skinny side and sometimes you can see their ribs a little even if they're healthy and well-fed.
Dachshunds are notorious for being little chow hounds and eating too much, which leads to their bellies dragging and their backs getting messed up. If the dog is active and functions normally (eating, pooping, etc.) and his ribs aren't showing, then he's probably fine.

yes and no.. Its actually best for dogs to set up a feeding time for them if you are going to be there. Because dogs will eat what is in a bowl hungry or not ( its instinct they do it to save the food from being taken by other animals)
But they should do it at least twice a day morning and mid evening.

I don't think so. I had a cat that weigh 23 pounds and he only got 1 1/2 cups of food a day and he stayed that fat. I know a dauschund doesn't weigh any more than that. Does the dog's ribs or pelvic bones stand out?
Dogs and cats can do fine on one meal a day. It's only our preference that we feed them more than one meal a day.

I keep food out for my little guy constantly but the most he eats is in the morning, then he just nibbles through out the day. I don't think your friend is starving his dog, especially since he's 10 years old.

Does the dog eat all of it at 6:30 am or does the dog graze?
If he eats it all at once, then yes he is starving him
But if the dog chooses to graze throughout the day, then it may be enough
