Photoshop is God. But it's never a good idea to try to make smaller digital pictures bigger. When you do that, you're adding pixels which sounds like exactly what you want. The problem is the program is just guessing what color pixels go where and that tends to make it look very grainy. Even when making bigger pictures smaller, you're removing pixels, but the program doesn't know exactly which pixels to take away. But Photoshop seems to have a bit of a clue, I haven't had too many problems with it.

Microsoft Image Composer comes free with some older versions of windows, and I obtained it from a very old (2001) MS Office demo cd. It's no adobe photoshop but still quite powerful, and I still use it because it is so easy to work with. Good user interface. Resizing images and controlling the compression ratio is a breeze with MIC.

On digital images, you are limited by the amount of pixels per inch of your pictures. If your pictures are taken at low resolution (72 dpi or less) you won't be able to make them much bigger without them starting to look 'blurry'. No software will be able to fix that. Always take pictures at the highest possible resolution.

Garbage in - Garbage out... if the photos are small, there won't be enough pixels to blow them up much past 4x5

Photoshop is the best.

The Gimp. Sir J is right. It may take a little getting used to but it is amazingly powerful, and free.
