It's like asking why the british have a slightly differnent English accent. The manufacturers goal is to make a highly noticable siren, and probably put forth the potential sounds to a police board to decide.

In our cars the siren box has three settings. The frist two are for the traditional sirens you hear often in America. The third setting sounds exactly like the European siren but we never use it. I don't know why we don't use it (perhaps just because it sounds stupid) but there's nothing preventing us from using it.
