All policies and bonds have cancellation provisions written in the contract.
Take a look at them they outline your rights and responsibilities.
If you have a problem understanding them, call your agent to help. He gets paid a commiission to help you.

Only with the prior, written consent of the obligee - the entity that the bond was issued to. And as the other party said, don't expect any money back.
