So how to say no but make it sound like a mutual decision. Play it up and say that it looks as if he's not shy and can talk to anyone. Point out some of his good qualities and just poitely say "You have a lot going for you, but I'm not ready just yet!"
Isn't that fair? Not lying but not being BRUTALLY honest!

just tell him that you're not interested. If you met him at the pool, hopefully you won't be seeing him regularly or anything.
