Look, Catholic Mass goes like this -
A reading from the Old Testement
A Psalm (spoken or sung)
A reading from the New Testement
A reading from the Gospel
Then a homily about the readings

We go through 95% of the entire Bible during three year period, 98% if you include daily Mass.

You don't specify which religion you're attributing this lack of Bibles to, but if it's the Catholics or the Orthodox, the Bible is not only used, but it's brought in held high during the processional and leaves held just as high during the recessional. They don't make everyone in the congregation bring their own Bibles because not everyone can afford them. Instead, the passages are handed to the congregation or are given in little books that sit in each pew.

Yes it should be used, make you wonder what those religion's are teaching. If you cant have a bible to follow along... Any one preaching and not using a bible or giving scriptures should be a RED FLAG

What denomination (Church) are you referring to?
It is my experience that priests and also pastors (not the same thing!) use the bible as the basis for their sermons, and also try to relate it somehow to contemporary issues. Also, the bible is read during services, and it is commented on by pastors and by priests.

That's a great question.

I would like to know that too.

That's why I'm not a Catholic. :)
I'm a Christian, specifically one of Jehovah's Witnesses and we use the Bible all the time.
Come visit a Kingdom Hall.
You'll instantly see the difference. :-)

Most clergy will take a scripture and explain how it relates to us now by giving examples of real life situations so that we may better understand what God is saying in his Word.
