I had a waterheater overflow in my basement and ruin a 1995 35" Proscan TV. The insurance is telling me that I can buy a new TV for <$350 even though I have replacement cost on my Homeowners policy and todays new 35" TV's are plasma or LCD and >$1500.
Is there a website where I can go to document the replacement value of the TV

While new plasma or LCD tvs cost more than $1500, a new tube tv often costs less than $500 (not talking about HDTV's here). You may be able to argue that you deserve closer to the original cost of your tv, but if you try to argue that you should get a 35" plasma replacement there's probably not much chance of a compromise. I think I'd actually just see if I could get the $350 and put it towards a newer digital enabled tv. Think about it from a seller of a 1995 - 35" tv's point of view. They would be extremely fortunate to get $350 for their 11 year old tv, especially during the switch to hdtv, etc. I guess the lesson here is that insurers are like Vegas; most people leave their money with them, while only a few go home with extra money in their pockets. Good luck.

This is a large top of the line RCA TV. It is not hi-def and If our shop had one for sale we would sell it used for around $350 if it was in good shape. That's top dollar, we would entertain offers of $300.
