I don't need ultra-professional features like Photoshop, but would like something more advanced than MS Paint

This is actually MS Paint on steroids. It's free and it's what you're looking for. In case you ever need complex features, try:

That one is free, too.

I would recommend using GIMP:

- This is a free program I would download the stable version of this release.

Another recommendation would be adobe lightroom beta: http://labs.adobe.com/technologies/lightroom/
- This is a beta version that is free so their may be bugs.

http://www.freeserifsoftware.com/software/PhotoPlus/ is the one I have installed also and still learning all the features lol
