Are you asking why countries with less laws on prohibiting alcohol handle it better? It's bc if you make something forbidden or make it sound bad people only want to do it that much more.

I'm not sure what you are referring to. Mothers Against Drunk Driving have worked for decades to help pass stricter laws against drinking and driving.

They allow latitude because it affects different people differently--larger bodies supposedly can tolerate more.

I personally am in favor of Prohibition, and I mean that seriously.
