I have a friend who has been dating this guy for several months so far, and they have played around but he wont give it up what do you advise she do. They are in their later 30's please help

There could be several reasons; mental, physical, emotional, fright or maybe she just doesn't turn him on. Believe it or not, there are some guys who don't just do it for heck-of-it. The only sure way for her to find out is to ask him.
