is this normal? also, he goes outside everyday, could this be the problem?

by the way, Brian L's pic doesnt look like his spots. they are really small and are around the size and shape of a pea, maybe smaller

It's not as a result of going outside.
He could have vitiligo, which is a disease that causes the death of the cells in the skin that make melanin. Melanin is what gives your skin color, and it's a protective protein.

it could be sun spots or even age spots. i wouldn't worry about it to much unless they get really bad then he needs to go to the dr.
