I heard it was true but don't really know for sure.I do know that if you stop using hair perms it will grow.I know because I did that and my hair started growing,now it's almost to my waist.Of course it takes about a year to get it going.Mine has been growing for 4 years now.Just clip the ends about once a week.Perms will dry your out bad making it very brittle.
