make sure that you have enough litter boxes for everyone and that they are cleaned out daily...but with so many each litter box will need to be scooped out a couple times a day with the litter being completely changed every couple of days. shampoo your carpets, there is stuff that is made by rug doctor called pet stain remover, i think you put it in with the shampoo and use it that way, but just check wherever they rent the machines at in your town for specific directions on usage. make sure all the males are neutered and females spayed so they don't spray their territory...(yeah, females do it too). when you vacuum use arm and hammer pet odor formula before you vacuum...sprinkle it all over the carpets and wait about 15 minutes then vacuum in up. use febreze fabric refresher on the couches, curtains, etc. (you can even use it on carpets too)...then use a febreze air freshener. it's going to be a struggle with 14 cats living in your house, but if you follow these steps i think that you'll see an improvement.
*also, you can put arm and hammer baking soda into the litter boxes as well...it's an odor remover that many people already have in their homes. and as far as litter goes, you'll need one for multiple cats and alot of it. i recommend tidycats scoop for multiple cats.

Use pet urine remover solution. Easily found at a pet store or Walmart.
You should also have at least 7 litter boxes btw.
Figure 2 cats per box. Litter scooped 2x a day and changed every 2-3 days.
I had 3 cats and had to use 2 boxes.
Open up windows. Use Febreeze fabric spray and air spray.
Remember cats that are not neutered and spayed will continue to mark their territory. You will need to use the urine remover every single day.
Does your town have a no kill shelter? A town close to it have one?
Please get a home for nearly all of the kitty's it is not healthy to have them all together like that. Especially if they are not fixed.
Do they have shots?

Arm & Hammer Cat Litter Deodorizer w/ Baking Soda. It is amazing! Also try mixing some odor-eliminating crystals with your litter.
If it's the air, I suggest Febreeze, insence, candles, or like the person above me mentioned, sprinkling the litter deordorizer on the carpet. I've done this before when one of my cats peed of the carpet. First I used Woolite's Pet Stain & Odor removing spray, patted it dry, and let it air dry, then sprinkled the deodorizer on and vacuumed it. Couldn't even tell afterward the cat had peed.

second are their yours personally? have you adopt them?
usually when i find a stray kitten i try to find him a home. only one stray kitten of the 30 i think i found have not been given away and has been adopted by me.
any way. try changing their sand i use ever clean, you can mix it with regular sand so it can cost you less. if you live in a house with a yard you can let them do their things outside.
there are things you can add to the sand to make it less smelly.
there are good smells things you can buy at your local farm which will give the house a nice smell.
that's really all i can advice you, if the cats are not registered as yours try and find them homes.
and i would advice on holding back on helping more cats until you will get everything under control, that's what i do when i have taken in too many kittens.

its great what your doing you know a cat is kill by road kill every 2 minutes.but at the same time a person can only take care of a certain amout of cats so try putting up posters

there is this new product on the market called odor out you can find it in your grocery stores or pet shops it gets the odor smell out.
