No, the Celtic languages are an ancient, but surviving branch of the Indo-European languages (English, German, Spanish, French, etc)
Basque is totally unrelated to any other European language, and perhaps has NO related languages on Earth.
I read somewhere it may be the oldest language on earth, and may be a remnat of what the CroMagnon people of Ice Age Europe spoke.

Distantly related but related none the less they are. You see the Celtic languages are the languages descended from Proto-Celtic, or "Common Celtic", a branch of the greater Indo-European language family. During the 1st millennium BC, they were spoken across Europe, from the Bay of Biscay and the North Sea, up the Rhine and down the Danube to the Black Sea and the Upper Balkan Peninsula, and into Asia Minor (Galatia). Today, Celtic languages are now limited to a few areas in the British Isles, eastern Canada, Patagonia, scattered groups in the United States and Australia, and on the peninsula of Brittany in France. So at one point in time the people who inhabit the Pyrenees in North-Central Spain and the adjoining region of South-Western France {more specifically, the Basques occupy a Spanish autonomous community known as the Basque Country (Euskadi), which has significant cultural and political autonomy. Basques also make up sizable parts of the population in what is known as the Northern Basque Country in France and the autonomous community of Navarre in Spain, which in total have historically been considered the Basque Country (historical territory)} have had influence from the Celtic languages.

Basque doesn't seem to be related to anything... wacky, eh? ^_^
However, there's a lot about languages that are still under debate/only theories, since no one from today was actually there when they were created... so if you have any crazy theories about how they might be related and why, we'd love to hear 'em! ^_^
(At least, I would... O_o)
