There are several writing forums that might help you, such as,
www.Writing_fiction@yahoo.com, but my first recommendation is purchasing a Writer's Market Book for novels and short stories and then find "Formatting & Submitting Your Manuscript" by Cynthia Laufenberg.

There is more to formatting and getting published or represented than meets the eye.
