When dogs' anal sacs are not emptied properly during defecation they can become impacted. Impaction can be caused by soft stools, overactive anal glands, or small or clogged anal ducts. The pressure from the impacted sacs can cause your dog to scoot his rear end along the ground, lick the anal area excessively, or exhibit unusual behavior such as anxiety or pacing. Because these symptoms can also be signs of other problems, such as worm infestation or skin infection, your dog should be examined by your vet.
A dog's anal sacs may also become infected, or may abscess or rupture. Infected anal sacs can be very painful. As well as scooting and licking, the dog may cry during defecation, and when it is touched in the area near the tail. There may also be blood or pus in the anal gland secretion.
Whereas anal sac infections, abscesses and ruptures must be treated with antibiotics, surgical treatment or even removal of the glands, anal sac impaction is relatively simple to correct. The anal sacs must be cleaned out, or "expressed". As this is quite an easy process that you can preform yourself, have your vet show you how and try switching to a better brand of dog food.

Dogs have anal glands that contain a lubricant that lets them poo without tearing. If the dog doesn't get a lot of exercise, these glands can back up and cause itching. They need to be expressed. A vet can do it but will charge more than a groomer. If you get it done have the person show you how to do it and save yourself some money. Also, when they drag like that they are wiping fluid on the surface they are dragging on. So, get those glands expressed.

I have been a groomer for 10 years, it is the anal glands. Do not try this on your own becasue you may impact them worse. If your dog does not go to a groomer (short-haired) Then ask if your vet will do it or show you. A vet usually releases the anal gland sacks internally, yeah its pretty gross. The smell is horrible but you do get used to it. You will want your dog to have a bath afterwards. If your dog does go to a groomer ask if your groomer does anal glands some do not, and dont see a need. Anal gland impaction is a problem mostly with small dogs, but some larger dogs can have problems mostly they are able to release them on their own.

This is commonly called "scooting".
There is something irritating his butt, and he's trying to scratch it. It is usually a full anal gland, and you should take your dog the the vet to have them check it out. It can be very painful to your dog and it may get infected or burst. You will have quite the stinky mess on your hands if that happens!

Dogs have scent glands on either side of their anus. If they get impacted, filled with material, the dog does as your dog does. Go to the vet, and get him / her to show you how to empty them. Simple procedure, and your dog will appreciate it. They can also get infected, so do it sooner rather than later.
While it could be worms, the behavior with worms is different and you can see the worms in the dogs stools.

The dog's behind is itching. Generally this is a sign that your dog has worms. Either buy some worm medicine, or take it to the vet to get it wormed, and the behavior should stop.

Your dog has blocked anal glands. First you need a vet or dog groomer to empty them & then you can adjust the diet to prevent it happening again. The dogs stools need to be firm to empty the glands naturally.More fibre in the diet usually does the trick. I add a little bran to my dogs food every day.

These answers are so black and white. If he does it A LOT, take it to the vet def! If he does it once and a while like once every other day at most, then his butt is just itchy!!

I have found it to be a possibility of two things. To be sure,I take my dogs to their doctor for a proper diagnosis.
Anal glands or worms.
