yes in most states now it is considered a felony,,if there is a serious loss of property,,or a loss of life,can be considered,,a serious felony charge,,as for the penalty on this it is different from state to state,,but where i live it.s a minimum of 2 yrs in the jail house,,and if there was a life involved,,it is considered vehicular man slaughter,,so yes it can be serious,,i hope this help,s.

It depends on the amount of damage, and if there was serious injury.
If a car backed into a parked motorcycle, it may not be a felony. If the same car hit the motorcycle and rider at an intersection, and did not stop, it may be.
