The egg is released 14 days BEFORE her next period. Now, if she has her period every 28 days without fail, and has had for a year or more, then the chance of her getting pregnant this time she's on her period is slim.
If, however, she is not absolutely certain of how often her period comes, or if it's different each month, then she may well get pregnant. Sperm can live for several days, and so can the egg, so there's actually about ten days (probably slightly fewer for most months, but there are plenty of "tenth day babies" out there) each month when she can get pregnant.
As to STDs, especially blood-borne ones like HIV, her period is a better time to catch or give them than other times, obviously because of the blood and the "open wound" condition of the uterus.
So no, having sex (or sax, or clarinet for that matter) on her period is NOT SAFE. Condoms are cheap and easy to get. Neither babies, abortions nor STDs are.

Man dont really have any problem as hez just inserting&ejacuating the semen.
But the problem is just with the woman as it is really unhygenic due to rupture of the ovaries.
So dont really try this practically.

it's safe. it's even safer as birth control because the egg cannot be fertilized while being released (which doesn't mean that the next egg cannot be fertilized, but the chances are less). however, some women/men don't like it because it's not exactly hygienic.
