a regular glass cutter does not work for round holes

Actually it does I have seen it done there is a suction device that keeps the circle centered. You have to heat it and put it in cold water and the circle pops out… I would not of believe it if I had not seen it.

You did not mention if the glass is out, in a door, window. Very important! Yes, they do make a cutter to do circles in glass, but believe me, if you do not have a lot of experience with glass don't waste the money on the tool, it's not cheap! If the glass is not out, take it out and take it to a glass company and have them do it, believe me it will save you more than if you try it yourself!

I believe they make a circular glass cutter that attach's with suction and then you spin it. Try rockler.com

I would price a professional-- sometimes it just isn't worth DIY.
