Is H1B visa transferrable when the person who is holding the visa is out side US.?

This visa was stamped for a US company. He didn't visit US using this visa. After few months, this person got another offer from another US company and he decided to join that company. Is it possible to do visa tranfer?

Lumas is correct. Every H1B visa is specific to an employer. New job, new petition, new visa.

If I'm not mistaken every time he changes employer with an H1B visa, the company willing to hire him needs to apply for a new one.
