Right now, I have 3 male & 2 female dogs. 4 of them have been rescues. I have one male that is also 5, neutered, who will mark on anything and everything. Other male dogs I've had have done this purely out of attitude. I could take these boys out 30 times a day and they would still seem to find enough pee to hit a piano leg.
If you just want to save your house in the mean time, look on ebay or pet sites for belly bands or weinie wraps. It's like a cumerbund for you dog and you attach a maxi pad on the inside. It comfortably covers his weinie, so if he hikes his leg, he pees in his diaper. You can also make them yourself or a bandana works, too.
My one dog wears it all day inside and all 3 sleep with them at night, just in case.
Also, try and watch for a pattern. Make sure that he is not drinking too much water. That can be a sign of other problems.

I have never had a problem housebreaking cocker spaniels. I work with rescue and have fostered many of them...
As someone else suggested, you should get a belly band, and that should help. He may just be peeing in the house bc he is upset him mommy is spending so much time with you :-p

Unfortunately, cocker spaniels are notoriously hard to housetrain. Of course it can be done, but it will take some time and patience on your part. Check the link below for training tips.

Cockers are the worst for housebreaking!! Have you ever heard the joke about how many dogs does it take to change a light bulb and it goes through a bunch of breeds and their issues.

Hey Mike,,
Don't leave his inside drinking water down all the time. I give my dogs water just at meal times. There is water at all times outside. But after he eats and drinks put him out and leave him out till he does his businesses outside. You said he spent some time at your mother-in-laws. I find that when my dogs return from the kennel sometimes there bathroom habits are off for a few days. you just need to get him back into his old routine and he will be fine.

whenever it starts peeing bring it outside, and if it's peeing in a crate or cage then make the space in the cage smaller because an animal won't pee or poop where it has to lay for several hours.

Could be any number of things first you should rule out any medical problems that might be causing it and then if nothing there she could be jealous.

take him out at a fixed time everyday. like 6.30 am,2.00pm etc.
