Why are approaches and arrivals referred to by a name and a number, i.e. NOBBI THREE?

What happened to 1 and 2?

there are mutiple approach systems & paths into an airport.
there might be 3ILS approaches, 2 VOR and 1 NDB approach to a single runway.

As approaches are changed and altered, they change the number. Then, you know if you are calling for NOBBI THREE, both the controller and the pilot are looking at the same information. If the pilot only has NOBBI TWO, then he should say that he does not have that procedure.
