It was an insult. A doctor would not use retard as a diagnosis.

Depends. Is it a medical opinion or said as a joke? If its a diagnosis, you'll be locked up by now. Maybe you're really friends with your doctor that he made a rather unbecoming comment like that.

Well, I dont think a true doctor would have used those words, if he did, report him to the board. Most likely he would have said mentally handicapped or impaired. I would get a second opinion from a respectable doctor. How old are you? Mental impairments are usually diagnosed firly early in childhood.
