Go to the drug store and buy Mucinex. It will help get it out of your lungs. Drink lots of water.
You body is trying to get rid of the phlegm, so help it.

High mucuous secretions either from an upper respitory illness, a cold, or smoking. If you're sick, don't smoke. If you want the congestion gone, take a really good expectorant cough syrup (ask the pharmacist) and spit it out when it comes up or it will return back to your lungs to sit some more.

phlegm is excess mucus. this secretion of excess mucus results from a sudden change in your body's environment. usually, the body can restore your normal mucus secretion but it takes time. if you want to help it, drink lots of water. and of course, meds can always rush things for you.

stop smoking
get checked for post nasal drip
get pulmonary function test done to rule out asthma
feel lucky that at this point you can cough it up and clear it
get checked and have a swab done to rule out bronchitis, and if you have a fever to rule out pneumonia.
check the foods you are eating, food allergies can cause this phlegm problem also.

Do you smoke? If so then quit.. that problem will be solved.
It could also be post nasal drip, your sinuses might be draining into your nasal cavity.
The fact that it's the thickest in the morning tells me that you smoke, or it's post nasal drip.
