This question can have one of mutlitple meanings. i read it (partner works in a coffee cafe) that you were talking about coffee beans being cold in a cafe, and that is for freshness.

After reading the answers before me, i see they were talking about refried beans, green bean, etc, getting cold on a plate and that is probably because they are one of the foods that doesnt hold its heat all too well, however being a on a cold plate or waiting for something else to be fixed while sitting on the plate is another reason why it could be getting cold before its served.

They should not be cold, however the problem with beans is if you use a bain marie they dry out really quickly, you have to stir them to ensure the heat is evenly distrubuted. We only used Heinz where I worked, but within an hour they were no good if you kept them too hot. Legally they should be kept above 64 degrees which should stay hot until you eat them. Some cafe's plate part of the meal up whilst they cook the egg, this sometimes means it goes cold.
