are the cleaning effects the same?

When you clean your face with astringent, it is a very deep cleaning. It gets deep down into your pores and opens them up. If you have oily skin, it makes your pores start pouring the oil out because they are unclogged by the astringent. I prefer to wash my face with antibacterial soap like dial or safeguard first then wipe the oily spots with astringent.

Yes...the ultimate goal is to remove dirt from the pores, so that your skin can breathe...both of these achieve this....

but a little water never hurt anybody!

You will need to wash it with roughtly the same thing to get the same result.
