If your ball is not on the green, you must play the ball as it lies. Unless, following the rules of golf, the ball can be picked up and dropped to gain relief from an obstruction (a sprinkler head, a cart path, casual water, ground under repair, etc.) A divot is not considered an obstruction; it is part of the course, and it is unfortunate, but you have to play it from the divot.

Now if the tournament is playing "lift, clean & place" because of extremely wet conditions, and the ball ends up in a divot on your own fairway, a player would be able to move it out of the divot because he'd get to clean his ball and place it within one club length from where it was.

My personal opinion is that a golfer shouldn't be penalized by any man made condition, such as a divot, especially a sand filled divot, especially in the middle of the fairway. To me, this should be ground under repair.

In PGA, you play the ball where it lies unless obstructed by a temporary object like the grandstand. Divots are part of the course.

You have to play the ball like it lies except if there is water on the fairway, you can free drop your ball.
