Okay, I had to go through this too and for all of you people saying to ignore it/ have patience- YOU TRY IT!!! Let me put my loud barking dog outside of your house and see how much sleep you get!
Anyways- this does take a little while but, you should have a county animal services- wherever you get Rabies tags from. Ask a vet if you don't know. What they are going to want from you initially is
1) a list of days and times that the dogs have barked- needs to be at least a week to two week time period. Ex: Tuesday Aug 1, 1:46am- 2:25am; 3: 23am- 4:15am; 6:45am-10:23am. Get your neighbors to help with this. There must be at least one other house that will sign off that these dogs are a nuisance- the more the better- we had 5. Not everyone needs to keep times- only 2.
2) call animal services and tell them the situation. You have a neighbor etc.... Explain that you have a time sheet from you and another neighbor detailing times. They should set something up to come out and tell you what to do from there.
It does take a while and I would invest in a good pair of ear plugs after your time sheet. Our "neighbor" ended up going to jail because she did not pay the fines. Come to find out she was dealing drugs and other things also. The dogs were kept inside at night and I got sleep.
Calling the police will do nothing. The noise must be constant- and barking dogs do not fall under this ordinance.

Does the place where you live have a barking dog ordinance? In the city where we live, the first offense they get a letter. 2nd offense they get a citation and a $50 fine. Every time after that the fine doubles. It pertains to any dog that barks for 5 minutes continuously or intermittently for an hour. Check with your local animal control or sheriff's office about steps you can take.

WOW, I am so sorry. I didn't know my dogs were bothering you that much. What nice plea. I don't recall anyone asking me or talking to me bout my dogs barking. But sorry, I'll try to bring them in earlier.
OH BTW if ya listen to philly, I can promise you JAIL is the last thing your gonna need to worry about. Matter of fact you should hope and pray that the police get to you before I do.

Call the police. They will tell your neighbor that he will have to keep his dog inside at night and if he does not listen they will come out again and he will get a fine for noise disturbance

There are people that can train dogs not to bark. they were on TV a while ago (Australia) and took a dog that barked non stop all day, and stopped him completely. but as a last resort there is the vet.

shot the dog with a pelet gun. dont kill it but get a good pelet gun and pop it a few in the hind leg. everytime it barks. but do do this cause if you get caught you go to jail. you will im tellin ya. crazy. dont try this. dont kill the dog. just make it sting like it was your littl brother. smack shut up boy

If it's during the day I don't know if you have an choice other than buy earplugs, but if he is disturbing you at night you can call the police because he is disturbing the peace.
