I lived in Portugal for 6 months, and was really surprised by how few people spoke english in a European country. I could count them on one hand (not including the people there from other countries). I actually did a lot of translating on trains and things for other European tourists, and you never know you might run into someone like I was there, but I wouldn't count on it. I suggest doing some studying of basic phrasing if your planning on a visit.

Hi! No they speak Portugese - most of the waiters understand english though... they know - what get to F*** means...

no.
some have diffrent accents and "slang" some which maybe have come from english words, but they speak mostly portugese

Many of them do. Because they learn it as a second language.

non-english speaking people are not a dumb my friend...they can learn english also though their mother tongue are not.
